David Noack

Regional Director


After 38 years in business, David brings a broad background in business and technology to the Idaho SBDC. He has started, owned and operated numerous businesses including: aircraft manufacturing, alternative energy, general contracting, HVAC contracting, pest control, software development, business consulting, and more. He has degrees in both horticulture and business. Dave is also a licensed FAA flight instructor and commercial pilot.


Dave teaches and assists clients in business development, marketing and resourcing. His forte is analyzing and implementing strategies for businesses at all levels including business start-ups, expansions, and businesses at risk.

Frosty Wilson

Frosty has a BS from Idaho State University in Communication and Rhetorical Studies with an emphasis in Organizational Communication. Frosty started as the Training Director for Region VI in April 2008. She works closely with the Greater Idaho Falls Chamber of Commerce, Small Business Association and the Entrepreneurial Center in Rexburg and is the main point of contact for the Idaho Falls Small Business Development Center.

Shawn Perkins

Business Consultant


Shawn has 30+ years working with federal, state, and tribal governments, as well as private entities. He is a Board Member of the East-Central Idaho Development Company, and has a background in commercialization, intellectual property protection, entrepreneurial training and small business development. He has earned a BS from Brigham Young University and a Juris Doctorite from Idaho college of Law.


Shawn is an Attorney and Entrepreneur whose careers have been constantly at the intersection between small business and government. He enjoys helping entrepreneurs navigate through the complexities of the law in order to be compliant and realize their business success. He is the previous owner of two municipal solid waste companies and a consulting firm. In addition to serving as a part-time Business Consultant for the SBDC, Shawn is also a principal in a local technology start-up specializing in advanced materials. He has a particular fondness for helping entrepreneurs start companies with bold solutions to big industry problems.

Over the last 30 years, Shawn’s work in federal, state and tribal governments as well as private entities have provided him with experience in the commercialization of federal government technologies, intellectual property protection, contracting, entrepreneurial training and small business development, debt and equity financing and SBIR/STTR contracts and much more. He has worked extensively in economic and workforce development as well as strategic planning. He has served on private, public and non-profit boards and professional organizations and is currently serving as a Board Member of the East-Central Idaho Development Company (ECIDC). He has a Bachelor of Science Degree in Recreation Management from Brigham Young University and a Juris Doctorate from the University of Idaho College of Law.
